The EPA Clean Power Plan is the nation’s first comprehensive effort to reduce carbon pollution from electric power plants—the single largest source of global warming pollution in the U.S. It’s a critical step forward in our efforts to tackle climate change and it gives us leverage on the international stage, while helping us modernize our century-old, inefficient electric power system.

I think the states' actions - via Renewable Portfolio Standards - are key to driving action as well. The Clean Power Plan and enhanced RPS requirements for power generators can work in tandem toward thsi goal. Look at what Mass & California are accomplishing.
